[C320-list] Throttle and Tachometer

my first check would be to see if the Cable has Frozen ... like in "Rust"
Frozen.
(Well depending on your climate conditions ...I guess it could be Ice
Frozen.)
The "Rust" Frozen happened to mine when our C320 was only 10 months out of
the Florida factory.
