Irv,
The chase boat or someone on the dock with a tag line could easily get the boat to start the heal.  The bags look like they could hold a lot more weight.  I'll bet there was no advanced calculations just keep adding weight till it touches the water.
I've see where the Coast Guard will do something similar to determine a vessels stability.

Allan,
Just realized that the length of the halyard holding the lower ball
determined that the mast height would clear when the ball hit the water.
The question is, how did they get the balls to be over the starboard side to
get the boat to start to heel?
Wonder how to calculate the weight of the balls needed to get the desired
heel?
