[C320-list] Muffler not leaking...

And not draining either.  Since we bought ours in '04, I have not been able
to drain the muffler.  I have removed the petcock and verified that it was
clear.  I then ran a coat hanger wire into the muffler to see if there was
an obstruction.  There wasn't.  Yet, whenever I open the petcock, not a drop
of water emerges.  I thought I understood how the inside of these things is
constructed.  Apparently, I don't.  Anyone have an idea for a new approach?
