2 things to try. If any of the impeller fins are bent the wrong direction the pump won't prime well.

In a pinch here's a trick to get it primed. Use some plumbers grease or lanocote to coat the impeller and inside of the housing. This seals gaps between the impeller and the inner/outer plate that can make it hard to prime. 

Worked for me in a pinch before I solved this by replacing my pump.

I think water is getting to the pump because the large clear plastic filter in the line is filled with water. The boat is on the hard. I have the water intake hose disconnected from the thru hull and in a pail of water about six inches higher than the pump.
