Actually, Catalina recommends re-bedding the stanchions every 3-4 years,
according to notes I made from a Catalina Rendezvous.  A rather nutty
recommendation if one has to take the boat apart to get the things out...

This is what the bullnose wrenches were intended to do, they are the very
end of the wrench itself with a hole to accept a ratchet extension. This
allows you to set the wrench at a 90 degree angle, flip to tighten or
loosen. BTW without cutting a hole for access it is almost impossible to
reach to bolt with your hand, let alone tighten with a tool. Believe me I
have tried both scenarios and the only one that really works is the access
hole. Catalina was wrong not to plan some sort of Stanchion access. I
believe this to be a major design flaw in the boat. I guess they wrongly
assumed no one would ever break or bend one. I would love to hear their take
on this.

What about a closed-end box ratchet wrench with a swivel allowing the box
end to flex up and down? (Sears has them, can buy one or a set) Once you get
the box over the bolt and onto the nut you should be able to loosen it from
below -- to get the new nut on - either tape or use some putty to hold the
nut in the box-end while you (try) to get it started on the new bolt?

Herb, 

The broken stanchion is amidships on the port side. Looking at it from
inside, it's just to the right of the navigation station. I removed the wood
panel but there is the molded part of the hull behind it. While I can barely
reach it with my hand, the reach is at an angle and it doesn't seem possible
to be able to get a wrench at it. The bolt runs a good inch below the nut so
it doesn't seem that a socket would work.
