[C320-list] Leaking emergency rudder deck plate.

Does anyone experience this with their boat. We have continual water ingress into the emergency tiller well. It appears to be somehow getting through the deck plate. I've replaced the rubber sealer and also the handle o rings. Also tried different profile rubber sealer (square and round) To no avail. Does anyone have the answer?
