[C320-list] Leaking emergency rudder deck plate.

Make sure the depression for the handle is not cracked. That was the  
source of mine leaking. Probably freezing water. Depression would collect  
rainwater and eventually seep through the crack. Repaired once then bought  
a new cover plate.
