The nylon screw is a manual hand pump. If you get an air lock from the tank to the filter this pump will "break" the lock.

I just changed my fuel filters and bled my fuel system of air yesterday. 

Im not sure what the plastic screw is, I was wondering the same thing... The bolt is the bleed vent. 

I replaced my filter with the Racor R20U filter. This is also a 10 micron filter. My boat came with a 10 micron filter as well. 

The mechanic at the local Yanmar distributor said that given the small fuel usages rates of these small sailboat engines, you could use a primary filter down to the 2 micron size, although it would be overkill since the engine mounted secondary fuel filter is 2 microns. 

Anyway, I just changed mine, bled the air from the system using the Racor filter housing hand operated fueld priming pump, and all is well now.
