John:

Lube the though hull fitting when the boat is on the hard.  You need water
resistance grease and a cheap brush.  Make certain the valves are closed
then put the grease on the brush, then into the through hull fitting.  Go
back on your boat and exercise the values.  My value where very stiff and I
followed the suggestions of this forum and it made a big improvement.
