Dave,  My bet is with the smaller anchor (but of adequate size for the boat) and a min. of a boat 
length of chain.  During a blow, more chain helps dampen out the tendency of the rode tightening and starting to 
put an upward load on the anchor shank.  The extra chain takes a fair bit of boat surge to lift and helps keep the anchor 
shank down and helps to re-set if it breaks out.     Also when departing, I bring in the line and as much chain as I can, so 
the load is .....vertical depth of chain and anchor.  That seems to be an easier load to deal with for me.  Also I find it easier
when underway, to not have to try and move a moose of an anchor off the roller to store in the locker in preparation fo a
sudden  weather change.
