Thanks Everyone for all the help.
We usually keep both water tanks open under the sink.  So, we will now adopt the habit of using only one of them at a time.
Since we are a tiny bit bow heavy, we can use that one down, isolate it and then use the stern one for every day.
We also had a leaky shower hose.  We fixed that and the drip from the blow-off valve on the hot water tank.
That got us to the 'phantom'.
