I have hull #499, 1998 vintage. No visible signs of rust on the chainplates. It is good regular proactive maintenance practice to occasionally rebed them. Its a project, but not a big one.
Your boat is 14 years old, so the quality of maintenance by the prior owner(s) will begin to show. But as has been mentioned, Catalina anticipates this, so leaks due to poor maintenance should not cause rot in the deck.

Hello all,
We are looking into 320 as our next boat. One we saw and happen to like in all other factors, has rust at chainplates inside the cabin. The deck core around it doesn't seem to be damaged though. They clearly need to be rebedded. It is a 1998. Have any other 1998 owners out there noticed a similar known issue with chainplates? Also any other known issues we should be aware off? Just trying to gather as much information as possible. Much appreciated.?
