Irv,
 
A documented boat is one that is registered with the US Coast Guard/Homeland Security.
Usually required if you finance a boat but still also requires Maryland Registration.
 
It used to be that a Documented boat did not require Maryland Registration, but the state
found another revenue source.

We have been buying a MD registration certificate since 2002
