Jeff,
 Since your cleat is right there, couldn't you just have attached a ratchet block to the cleat? That's what I am considering to do on my boat.

I really like our solution.  It originally came from Annie Bennett, in fact
hese are her pictures, but our install is exactly the same. 
It works very well, has zero risk of damaging the rail and took me all of 10
inutes to install.  We drilled 3 holes, laid down a bead of silicone and
ave a small backing plate made of scrap starboard, but large washers would
o.  We haven't had any need to alter it in any way since 2002 when we
nstalled it.  Works perfectly.
This has a fair lead into the winch which is handy for letting the genoa out
r controlled reefing without getting your hands destroyed.

hen the sail is reefed doesn't this put a lot of pressure on the rail?
