[C320-list] Burgee halyard

We drilled/tapped/screwed a u strap with a small block to the center of each spreader.  We use a shroud cleat to tie off the halyard.  We have them on both spreaders and use one of them for housting a radar reflector and the other for our martini flag.  ;)
