I have burgee halyard installed on each lower spreader. I use one for a courtesy flag and the other for a radar reflector. One burgee halyard came with the boat from the factory, the other I installed. Both with eye straps tapped and screwed into the underside of the lower spreader with small blocks integrally attached to the eye strap. I used ss screws tapped into the underside of the lower aluminum spreader. I coated the threads with Lanocote to help prevent eletrolosis between the ss screws and the tapped holes in the aluminum spreader. I also used nonconductive nylon washers between the eyestrap and the aluminum spreader. The factory installed eyestrap and block are attached to the spreader with ss rivets.
