[C320-list] Xantrex truecharge2 20amp

My Xantrex charger will not charge at times. The fault light is flashing as well as the "~" light which according to the manual indicates "AC input out of range warning.....change to a more staple AC power source and check that the voltage and voltage frequency are within acceptable operating range." I'm plugged into my marina and have been in the same slip for 5 years.

Some times it does charge and it does charge off of the alternator when motoring. I've searched the Xantrex site and haven't found useful information. Any help and advice is appreciated!
