I have an old tank as well w/o a OPD .. If you are around Annapolis you can take it to Annrundale Gas. They put one on for $25 and inspected tank as well.

I did the same thing.  Had to find an industrial gas supplier, who sent my tank 
off to have valve replaced.  They re-certified the tank, replaced the valve and 
filled it for around $25.  One of the better deals I've had while boating.
