[C320-list] Galley faucet issue

Gene - We replaced the original faucet and handles many years ago with
something from Home Depot, including drilling a hole for a dish soap
dispenser.  Once you remove the framing under the sink, my memory is that it
was a fairly easy job.  As for the original equipment, we didn't even try to
fix that.  One thing though - when the builder cut the holes for the water
tank ports, the shavings went into the tank.  12 years later and we are
still clearing the plastic shavings from the filters.

Refilled water tanks and turned FW pump on for the first time this year.
 Galley sink faucet (cold water side) immediately started flowing and
wouldn't shut off unless I flipped the breaker off.  I guess this means a
faucet repair.  Are washers, valves accessible from the top or do I have to
diassesemble everything under the sink to get access to the faucet itself?
 Anyone have experience with this?
