I've had my tubes out a few times and I don't remember two holes. Of
course, there are a lot of things I don't remember these days.
As I recall, the raw water flows through the tubes. The coolant flows
freely around the tubes. As the tube bundle is immersed in the coolant, I
don't see how it matters what the orientation of the two holes is. I've not
had any problems with mine.

I ran across the same issue. I think the tube you are talking about is the
round brass that slides inside the heat exchanger. The holes face down.
That allows the raw water to flow in and out between the tubes.
BTW: You may want to replace the two rubber boots that coonect to the ends
of heat exchanger and tube. I did , mostly because they fell apart during
disassembly .

anyone know if it matters how these are oriented when reinstalling the tube?
if so, which way is best? i rotated the tube to have these holes up ( toward
the top of the coolant tank)
