[C320-list] Dry aqua muffler

I have a 1994 C320 with the Perkins M30 engine.  It's my second year with the boat and during the last two winterization I have opened the aqua muffler drain however nothing has ever drained out.  Even during operation there hasn't been any water coming from the drain even though the engine runs at the proper temp and there is always a good flow of water from the exhaust. Not being familiar with the muffler system, is this typical?
