My suggestion:
1. Clean area
2. Tap up to the bottom of the boot strip
3. De-Wax (very important) maybe use acetone and plenty of rags.
4. Rough up the gel-coat with fine sand paper. Get the shine off.
5. Clean thoroughly again plenty of rags of acetone.
6. Paint.
