[C320-list] Shake-down cruise

We just got back from a 9 day shakedown cruise to Block Island via Port
Jefferson, Duck Island Roads, Watch Hill and Clinton Harbor on Windrifter.
It was amazing!  She handled great and our 27hp Westerbeke did not miss a
beat.  

A few little things popped up with which I need some advice.

1st,  On the first morning when I went to pick up the anchor using the
windlass, I pushed the 80 amp what appears to be a circuit breaker and the
light went on and the windlass worked effortlessly but when I went to turn
it off, I pushed the button and nothing happened and the light and windlass
are still connected and the light will not go off.  I pulled a wire on the
back of the breaker to get the light to turn off.  Bad breaker? Where would
I get one?

2nd, When I start the engine, it takes a few minutes for the tachometer to
read and I am not sure if I am getting proper readings once it does read.
Where is the sender?  Where would I get a replacement and is in and easy
fix?
