Circuit breaker keeps blowing on fresh water heater. After 4 hours trying to free old heating element , I finally removed it and replaced it with new one. Unfortunately, breaker continues to blow after heater starts after about 15 seconds. Any ideas how to approach? Thermostat? Thanks, Dave 341 Santa Barbara CA
