   I'm taking the shaft out soes I can get at the cutlass bearing! I guess
   the rudder will need to come off if its that tight.

     It did on my hull #582, which was also a '99. The trick is to remove
     the cutless bearing and turn the rudder about 10 degrees as the
     leading edge is a bit thicker.
