Graeme, you said "from edge of hatch cover." You don't say, but I presume you have removed the sea hood fwd of the traveler. The 14" if from the fwd edge of the recess under the sea hood. Let me know offline if you need a copy of the diagram. 
I, too, would be interested to know how the factory intended the solar panel to be installed in this space. Wife and I became very annoyed sailing in the rain whilst rain poured into the cockpit via the channels under the sliding hatch. I finally sealed the joint between the sea hood and deck all the way back to the cockpit. No more wet ass in the rain. Unless a solar installation could be similarly sealed, I wouldn't place it there. 
There are now flex panels that attach easily to a canvas dodger or bimini. I'd consider that first.

I’m trying to find the void with wiring harness for solar wiring
Manual says 14” back from edge of hatch cover. (Admittedly it states earlier hulls had harness in port side but as drawing is dated 93 and I have a 96 year and batteries are in starboard side I’m assuming it’s actually in starboard side on mine)
I’ve drilled about 5/8” deep. Manual says 3/16ths
Now wondering if harness never installed in my boat (maybe because destined for the grey overcast U.K.!)
How deep can I drill without risk of making a hole in the saloon or heads ceiling!
