I’ve replaced the seal on my raw pump in the past.  The easiest way I’ve found to do it, is to remove the pump and take it to a shop because the seal has to be pressed out and a new one pressed in.  It’s a pretty simple job in a shop with the right tools.  I found it to be much cheaper than replacing the pump, especially if the inner surfaces are in good shape.  A leaking pump at the shaft seal however is a different animal than the pump not drawing water and pumping.  My guess is that if you have a new impeller and good cover sealing surfaces, your problem may likely be air trapped in the pump.  This happens commonly on my pump when I clean the suction strainer. Try loosening the clamp on the suction hose to the pump and see if there is water right there or a bunch of trapped air.  You have to bleed all of the air out in order for the pump to pull suction.  Because of this, I installed a hose connection just upstream of my strainer where I can put a short length of clear hose to get some head height, fill the hose with water and let it prime itself from a bucket of water.  If you do this, you have to close your thru hull valve or the  water will just pour through it however.  Once it pumps clear water from the bucket, I shut the engine down, disconnect the hose and line up the  thru hull valve again.  I also use the same set up to flush my raw water system with fresh water or pink antifreeze for winterizing.  Hope this helps…
