I routinely hit speeds like that on a broad reach (apparent wind around 
110-120 degrees) with my 145 if the wind is in the 20 knot range. Never 
with just 12 knots of wind, however. You must have a very slippery 
bottom (and probably aren't towing a dinghy the way we usually are).

I've never come close to having the rail in the water. The boat is much 
happier with less heel, and rail in the water means a lot of weather 
helm that slows you down, not to mention that there is a significant 
increase in leeway. Better to reef or ease the traveller.
