Jack,

I had the same problem this summer. I borrowed plumbers line and fed it through the hose from the toilet end. It slipped right through so I assumed that wasn't the problem. I was trying everything to fix it. The problem that kept occurring was that the joker valve kept turning inside out. Finally I called the toilet manufacturer and what I told him about the joker valve he stated the problem was a clogged hose regardless of what I tested with the plumber line.  I removed the hose and it had a rock hard substance covering the inside down to approximately a quarter of an inch diameter passage which the plumber line passed right through. I replaced the hose and everything seems to be working okay.

It could have been mineral deposits. If you flush a urine and salt water mix and leave it standing in the hoses (not a long enough flush), it will crystallize into a cement-like substance. Calcium carbonate (found on seawater) and urine crystals are a natural combination that will produce this problem.  So, probably not malicious, just poor (or no) maintenance.
