 David-
This type of anti-siphon could be installed to replace yours https://www.jamestowndistributors.com/userportal/show_product.do?pid=11754  It has 2 options.  One (AIRVENTH) does not have a duckbill valve.  Instead, a hose from the anti-siphon loop would be directed out a thru hull and a steady small stream of water would always flow out whenever your engine is running. The other version (AIRVENTV) is similar to your existing one, except that you can attach a hose to it to divert any intermittent flow to a bilge (say maybe by your packing gland). You would always know the AIRVENTH model is working just by checking for a flow outboard.  The AIRVENTH model would require periodic maintenance/checking to assure there is no appreciable flow from it.
This also seems to be a possible replacement for your existing anti-siphon https://www.jamestowndistributors.com/userportal/show_product.do?pid=63153
