[C320-list] Engine hours meter/NMEA0183

Not too much help for a Perkins perhaps, but on a typical marine engine the
hours meter is built into the tachometer.   I guess the theory is that by
measuring rpms, you can convert to minutes of run time by using the rpms to
measure time.  Seems logical to me anyhow.  If that is true for Perkins is
it not simply either repair or replace your tach?  Replace being probably
the most likely approach.
