Correct X there won’t (or need not) be any connections there NOW because the connection is made with the block at the base of the mast
The suggestion is that when you rewire  you leave long enough “tails” hanging out the bottom of the mast so they can be threaded through the compression post to make a new connection under the port settee
In theory you could have them long enough to run right to the electrical panel or back of the radio etc but threading them up there is something you only want to do once, it’s fiddly, not something you want to do every time you remove the mast
So by putting your connectors inside the port settee area they are accessible and dry and it’s no big deal to undo them if you need to remove the mast again
