 I also use the Gore GFO packing.  I first installed it in 2017 when we first bought our new (to us) boat.  You don't want to tighten it too much at first, just gradually tighten it over time until it drips only very little when running and not at all when sitting idle.  I place a sponge under the shaft an squeeze it out after running. I decided to change the packing again after 3 seasons of use, not because there was a problem .... Just for good maintenance. It cost maybe $20. I would suggest not waiting too long to change it.  At the same time examine the condition of your shaft and clean it well.
I usually slightly tighten the packing as your video shows a few times each season ... A very slight turn ... Probably not even 1/8 turn. My nut us never frozen since I adjust it before it gets corroded (although in fresh water this really doesn't happen).
