Assuming no load on the batteries, based on the limited data we have I'd
guess that you are seeing residual surface charge from the charge
termination voltage.   Float voltage should be a tad lower, in colder temps
you may need to wait a while to see that.

If you have a load on the batteries the charger will come back on from
float to absorption.  The voltages you are showing would be ok in that case
too

All this assumes FLA batteries.  If AGM it may be slightly
different...assuming your charger has different settings.
