Our vessel has similar but it is just a simple U-bolt and base.  Was installed by previous owner and I've never had to touch/adjust it.  Like David's recommendation it is installed on the cable close to the engine.

If you don’t have a throttle tension screw on your binnacle, there is a small piece of hardware, called a throttle brake:

It will run you about $25. It attaches to your throttle cable—I have mine close to my engine, and a screw on the unit adjusts the friction on the cable. Solved my problem pretty easily.
