[C320-list] Running a wire up the mast

When I had the mast down for new rigging and electronics, they strongly
advised an access plate at the base of the mast.  I agreed and have not
opened it yet, but seems it would allow access down to the small opening at
the bilge.  They also left a messenger string tied off at the bilge for
future work. Maybe this would be worth exploring as a last option before
taking down the mast.
