The suggestion to see if your hot water heater does heat up just by engine operation definitely is a good indirect test.  

The internal engine coolant system is not a high pressure one (I believe 7 psi). So, I would make sure your coolant overflow tank is full to the low mark before starting the engine and also make sure your coolant is full in the heat exchanger tank (fill to just below the "radiator" cap neck to make sure the exchanger tube is submerged in coolant). I would then leave the cap loose and run the engine. Once the engine heats up, you can carefully remove the cap and actually see coolant flow to confirm you have coolant circulating.

not entirely sure how the water is 'pushed' around the circuit. It would

transfer won't be efficient and the temp would rise.  I'm just not sure how
to best test this.
