 Try using AeroKroil.  It's a spray penetrating oil that does a good job of loosening stuck screws and bolts.  PB Blaster is okay,  but Kroil is much more effective.  I've used it for decades on old cars doing restoration work.  Stuff like PB, Liquid Wrench, etc. don't do much.  I've found Kroil to be the best.  
Alternatively, pick up some screw extractors.  You can find a set that will work with an electric drill.  After soaking the screws for a few days, hit the screws with the extractor bit and you might be pleasantly surprised. Hope that helps.

 I have been trying to remove the black plastic cover under the compass without any luck. Age old story SS screws in aluminum housing. I have drilled small holes in the plastic cover to the base of the screws and soaked with PB Blaster no help. I have considered using heat but I know it will distort the plastic. 
Any ideas?
