Jeff:

Let me first ask you a question.  If you are not interested in a deck
sweeper for racing purposes, then why would want a lower clew that does
not provide any more sail area than a higher clew on the same size sail. 
Changing the clew position does not provide more sail area.

On Proud Mary the clew is about 2" above the life lines.  There is a 8"
pennant on the tack of the sail so that the foot of the sail will clear
the life line.
