First, if that is his recommendation, he certainly
doesn't appear to be an 'expert' in respect to
Catalinas and I would seek a second opinion on any of
his future recommendations.

Second, that statement may be only a summary, but it
is not the precisely correct way to seal a hole in a
cored deck. You also need to rabbet out the core at
least 1/4" between the deck and the liner before
filling with epoxy in order to insure proper sealing
and adhesion. 

It is also not a bad idea to use a countersink to make
a little depression between the deck and all deck
fittings that will permit the sealant to form a sort
of o-ring washer/gasket.

This procedure is advised on your Catlina wherever
(and only where) Non OEM hardware (such as bimini
mounts) is located. More than likely the installer did
not take this extra step.
