Bob,
I don't think it's an issue because of the cold. Certainly don't drain
the tank, because marine fuel around here usually has a biocide added
already.
It's more important in our climate to have the tank relatively full to
prevent condensation as the temp shifts all around in the spring.
Neither are going to cause major problems for just one winter.

All:
I may have forgotten to add Biobor to my fuel tank after I topped it
off for winter storage.
My understanding is it prevents the growth of algae and other nasties
(can't see how they'd grow in the NH cold WX, but...) in the tank that
might otherwise clog the system.
Should I have the tank drained and refilled in the spring?
