[C320-list] Hanging a picture

I want to mount a picture on the outside head bulkhead. ( fiberglass). I can't seem to make it stick? When ever it blows fifteen to twenty it comes off. I used suction cup with hooks, silicone glue and I even tried the earth quick putty with both of them.  I don't like drilling hole till I'm really sure about something. Anyone have any ideas?
