[C320-list] Traveler-end Turning Blocks Seized

Here it is season end and part of Saturday was spent on running rig
de-rigging and boom removal. At each the end of the traveler bar are turning
blocks integral with the bar's construction and leading the running rigging
lines to their associated stoppers. I discovered that several of the pulleys
are no longer free-turning.  Is this a common complaint, and is there a
simple common solution? The boat will shortly be under its cover for the
winter and it would be better to not have this a pending spring repair.
