The former. It is a thin black plastic ring that sits flush inside the black plastic ribbed moveable eye. With a bright flashlight, you can see the mating surface on the outside of the black plastic ribbed eye near the edge of the ribbed plastic eye. Without a bright light or flashlight, it is very hard to see that it is even there. This is what you remove to gain access to the bulb and socket. The plastic ring is really just a retainer frfor the frosted glass that encloses the bulb.
