I view boat cleaners like a Chinese menu: there are about 5 items from which
they make 50 dishes (OK you math heads I know the max is 25; but, allow me
some writer's privilege here.)  Anything with an oxalic acid component will
clean well.  I think that is what is in the Star Brite Black Streak Remover.
Note that micro sponge pads (think Mr. Clean,) also will clean well; but,
will remove a high gloss as from new gelcoat.  I believe Barkeeper's Friend
is also oxalic acid.

I used it to try to remove hull exhaust stains and was  not happy with the
results.  I recommend Barkeeper's Friend powder because of the oxalic acid.
Make a paste and use a little elbow grade.  Cleans gelcoat and rubrails and
cost about $3 from the grocery.
