Yes, the Perkins is loud.  The noise pollution comes from two sources:
vibration via contact between covers and engine mounts, shaft, etc., and
noise via air where there is no barrier between the inside of the engine
compartment and the outside.  Some Google research will educate you better
than can I.

Some years ago, mebby 7 or 8, I insulated our #62 with the SPM tiles from
SailorsSolutions.com (medium kit??)

They were easy to cut (sharp utility knift) and install.  There is enough
clearance between the pulleys and cover that I didn't have to make allowance
for them. Maybe not so with Yanmars. These tiles have an aggressive adhesive
on the back and I've not had a problem with them.  They are not, however,
enough to effectively deaden the vibration.  Be sure to use a gasket on all
sides of the forward cover and on the contacting sides of the aft cover.
I've been considering applying tiles also to the underside of the shaft
alley panels.  You want to seal any place where the covers touch the
liner/deck/etc. to be as air tight as possible.  

It's still louder than the newer Yanmars; but, a lot better than it was.
