It is also a good Idea to lubricate the o ring so that it does not bind/stick when tightening the inspection ports bung.

More than likely it is the inspection port leaking when you fill the tank.
Several wraps of Teflon plumber's tape on the threads of the screw in plate
will reduce this and don't overfill.
