It really depends on the type of stuffing used. If it is old style graphite flax packing, it is not unusual for it to drip at rest and what you have sounds about right. If Gortex packing, you would need to tight it up a bit and eliminate the drip at rest with a 2 drip per minute running and a warm to the touch, but not hot stuffing box.

If you are not certain which was used in your stuffing box, leave it like it is until you replace it.
